Alba Iulia

Alba Iulia is an urban center, with almost 62000 inhabitans, the capital of the county of Alba, legally and institutionally defining the interests of over 100,000 citizens.Its accessibility is very good, being dimensioned on the road and railway at the intersection of the IV European Pan corridor with E 81 (european road, DN 74 (national road) and the future express road Sebeș-Turda. It has a railway transit due to an extension of the double electrified railway backbone 200 Brașov-Curtici (west border), interconnected with the 300 Bucharest-Oradea high way and air related through the international airports in Sibiu, Cluj Napoca or Târgu Mureș.

Alba Iulia is the spiritual capital of the Romanian nation, of the Romanians worldwide, and the Alba Carolina Fortress represents a living bond between centuries of history, culture and succeeding European civilisations, a great garden in movement which preserves behind its walls the vitality and legacy of the generations that had been succeeding on the territory of the present city. The Fortress has touristic anthropic resources with a high concentration, being probably the most historical place on the Romanian territory; every year it is the main vector that stands at the basis of the celebration of the National Holiday of Romania – 1 of December.


200 million euros have been attracted from pre-accession, structural, international, governmental and private sectors funds in five years. In the last 5 years and other 2 from now on, Alba Iulia spent money investing in over 70 local community projects. This money is over five times the amount of direct revenues in the City budget. Without theese funds, those 70 projects would be done in the least 10 years from now on. These projects created, maintained or will generate over 1500 jobs.

Some of the most expected results:

  • 25 km of modernized streets, 20 ha of green areas, over 20 km of bicycle paths, (5 km of them already finished in the historical area of the city), 6 bridges constructed or rehabilitated, potabale water system covering the whole city and sewearge system network assured for 90 % of the total area of the city;
  • A very modern, well equiped (86 new buses with low CO2 emissions and fuel consumption), green and TIC oriented public transport system;
  • The first local administration in Romania signing and finalising a contract for implementing green energies (more than 1700 photovoltaic pannels on 4 public buildings) using EU money allocated in national Operational Programme for Competitiviness;
  • The first city of Romania signing 2 finanncing contracts for money allocated in REGIO programme 2007 - 2013 (Axis for integrated urban development) and the first city in Romania which finalised a project in this Axis. Alba Iulia obtained 10 finanncing contracts in different REGIO axis (more than 68 mil. of euro).



The CycleLogistics  – Moving Europe forward project is a new and a good opportunity for Alba Iulia Municipality to learn, to sensibilise the community and to use bikes in order to transport goods in our city, or to provide services in different area of the city. It will be a constant learning experience for the municipality, being very open to our more experienced partners in the project.

 CycleLogistics is also a support for in a depth analysis of the actual mobility context in Alba Iulia, analysing the infrastructural conditions, the traffic and the mentality of the citizensregarding the use of bikes, expecially of cargo bikes. The project will assure till its end the first audit follow by a plan with concrete proposals on it targheting the use of bikes for goods delivery or providing services in Alba Iulia neighbouhoods (WP2). The concrete proposals from this plan will be transformed into project by the City Hall and relevant stakeholders that colud be submitted to differnet operational programes from the next EU budgetary allocation period 2014 – 2020.

Alba Iulia Municipality will also take-up of know-how of Dutch forerunner cities and of Copenhagen (partner cities in the project) to implement cargo bicycle use, starting with a test use. Examples for this are: maintenance of city infrastructure (e.g. parks & roads, waste disposal), municipal social services (e.g. senior citizens care, food delivery etc.), mail delivery, gas/electricity meter-reading, etc.

Alba Iulia Municipality will take-up the topic of urban cycling logistics and integrate it in the urban plan was well as in the goods purchasing strategy of the CycleLogistics municipalities. E.g. traffic policy & practices include creating & enforcing zones restricting motorized traffic partially or entirely; financial support for cargo bikes purchase, bike logistic start-ups, etc.

Alba Iulia Municipality will also promote in Alba Iulia the use of cargo bicycles for business services according to the promising fields identified within WP2. For example these might include: craftsmen & building maintenance services e.g. painters, builders, carpenters, window cleaners, gardeners, etc., or the use of bicycles as shops or mobile workshop like ice cream vendors & mobile repair shops.

 The City Hall will be responsible for carrying out of “shop by bike” implementation in Alba Iulia and a second Romanian city an close co-operation with the subcontractor RomaNian Cyclist’s Federation (FBB), promote the topic of transporting leisure time equipment within Romania in close co-operation with the subcontractor Romanian Cyclist’s Federation (FBR) and for lobbying large stores to provide bikes to transport customers’ purchases (Kaufland) & supermarket chains and small retailers to provide sufficient and optimal infrastructure for customers’ bicycles and trailers etc close to the main entrance.
